Chuck Perrin of Tulsa graduated with a BBA in Energy Management from the University of Oklahoma. He went on to form Rockford Energy in 2002 with a contribution from the Quantum Energy Partners. Rockford set out to invest in oil and natural gas properties in western Oklahoma and Texas. Perrin and his team have extensive experience in energy prospecting and investing. Rockford received a investment in 2005 from Quantum Energy again, this time for $50 million. Perrin renamed the company Rockford Energy II. In a year and a half, the rebranded company made $1.57 billion in Board-approved offers between April 2005 and October 2006. Rockford spent a considerable amount of time searching for property suitable to launch a public Master Limited Partnership. Perrin bought the Texas Panhandle Granite Wash and South Texas Olmos properties from the energy giant JM Huber Corp for $23.5 million and $118.5 million respectively. With these new properties and holdings, Perrin expanded his company’s operation to 287 wells in Webb and Dimitt counties in Texas.
Rockford drilled seventeen wells on Governor Briscoe’s ranch, and his continuing partnership with Briscoe led to the identification of two Eagleford prospects. He later sold South Texas properties to St. Mary for $153.2 million and Texas Panhandle properties to Cordillera Energy for an undisclosed amount.
